Yes but I believe you need additional setup.. example instead of infra red.. radio wave
2) Does the Canon Speedlite Transmitter ST-E2 control other flash devices (non canon flash) that has slave functions?
Yes.. as long as the other made flash has a slave mode.. but do note not all other make flash can work. But most do.. check with the sales person before buying

Bro, first of all before I can answer your questions, I need to clarify certain issues.
1) Are you referring to speedlites flash triggering cordlessly?
2) Are you referring to studio flash triggering cordlessly?

i ask afew salesmen already... said that ST-E2 can only work with canon made speedlites.. they also donno from what I figured is this.. when I use the 580ex.. I can trigger the Sigma flash.. the ST-E2 should in this case send the same signal (playing the part of a Master Flash).. so it SHOULD work.. if the salesman is also noob.. ask him to do the setup and try on the spot ..

There are some combinations for consideration before you purchase the ST-E2.
1) Use 550EX / 580EX as master flash to trigger your slave flash such as 420EX / 430EX. (You can turn off the master flash for being firing via the camera's custom function)
2) Use ST-E2 as master to trigger your slave flash such as 550EX / 580EX / 420EX / 430EX.
3) Use your camera's built-n flash to trigger your speedlite mounted with a Wein optical slave device. I have no idea of the price of Wein optical slave device. In U.S. they are < US$100.
It may not be even sold in Singapore, so you may need to call Cathay Photo / Ruby Photo to enquire the price of it.
Lastly, you can also use Sigma flash a slave unit but not as master unit. Hence, you can either use a 550EX / 580EX / ST-E2 to trigger non-Canon flash units.
